This report, commissioned by The Netherlands Authority for Consumers and Markets (ACM), examines possible market regulation options for the Dutch postal market to safeguard public interests, such as affordability and quality. It offers policymakers an overview and assessment of market models and regulatory instruments, based on relevant ACM documents, scientific literature, interviews (with sector experts and market parties) and international experiences. The findings in this report are complementary to the insights from the studies that the ACM itself conducts into user needs, costs of the Universal Postal Service (UPS), scope and quality of the UPS, and market developments.
